Start by making the crumb topping. Combine the Panko breadcrumbs, garlic, lemon zest, parsley, olive oil, and paprika. Stir with fork to combine. Set aside.
Drizzle olive oil and lemon juice over cod fillets. Sprinkle salt and pepper.
Top each fillet with Panko topping, press down gently to so topping stays on top of the fish.
